Essential
Degree in construction, engineering or energy-related field, or substantial proven experience in a similar role
Professional qualification in project management.
Experience of managing a team of project managers and consultants and overseeing their work, including carrying out recruitment, inductions and appraisals, supporting career and personal development, and managing staff workloads
Project management experience through all stages from conception through to implementation and handover to operations, preferably in the public sector.
Experience of procurement and contract management for both capital projects and consultants, preferably in the public sector.
Excellent knowledge of district heating schemes, renewable energy, decarbonisation and energy efficiency measures for both domestic and non-domestic properties.
Excellent coordination skills and the ability to manage a number of projects, contractors and overlapping delivery deadlines, including the ability to effectively manage your email inbox, ensuring responses to queries are provided quickly and requests for action are dealt with in a timely fashion.
Ability to adapt to changes in circumstances, and to assess complex problems and develop strategic, creative and practical solutions, including leading negotiations on solutions with other services, external partners, funders and contractors
Ability to manage project budgets with income from a number of sources, including budget preparation, budget reporting, using change controls, and delivering value for money
Proven ability to successfully bid for funding from central government energy grant schemes.
Excellent communication skills and the proven ability to form effective stakeholder relations, including working collaboratively with other service areas to deliver organisational priorities.
Ability to produce high-quality reports and to provide clear technical advice both verbally and in writing for audiences including councillors, committees, senior management, partners, funders and clients.
Ability to promote and carry out duties in accordance with council policies including quality standards, customer care, health and safety, environmental sustainability and equality.
